Would it be possible to provide a global function that would accept const HullLayout@ and initialize active hull with it?

Currently if I have empire hulls and I would like to upscale them for example it seems I have two lengthy options:
1. Keep ShipDesign of designs and save/load them (or reload Defaults and use default design list with these)
2. Copy by hand all of the hull attributes from HullLayout to active hull and then modify scale

If I need to do this by hand - which option would be better?
