Trying to fix some issue with AI controlled fleets

Gone back to modding today and i have been trying to fix issues with my AI. One thing i ran into is fleets in enemy systems (or unowned ones) being stuck there because their tankers have been killed. More often than not, they have the fuel to get back home, but there is no script to make them do that. So they just stand there and wait to run out of it. My question is, how can i set them to return to the closest system where they can refuel and rearm?


In a test game i was running, with that fleet that got stranded cleaning an enemy system, another issue shown up. For some reason the AI don't send colony ships there, even if the fleet is there making sure the system is safe. I wonder how i could fix the AI so it gives some priority to send colony ships on newly conquered system?
