Governor - AI problems

Does the AI use the build_cueus.xml?
I've adjusted the governors a bit and now the AI takes over 30 minutes before colonizing a second planet.
The governors work ok for me.

So... custom governors only in multiplayer games or I'm I missing something?


edit:
I've kept the default govs and just added mine.
Works but ofcourse the id=**** isn't recognized. (que names are #PG_****)
I'm looking arround but can't find where I can define these id's
Anny pointers? Thanks in advance
