Been playing around with the AI files lately, more as an exercise to learn how things work than anything else. As a happy side effect, I seem to have smartened up the default AI...just slightly.
To compliment the slight improvement, I tweaked some of the ship plans, build orders, and the personality files so that the AI now has a bit more weight to it. I'm not promising that it will be a challenge, but it should put on enough of a show so that you won't look at the AI's systems and think, "what have you been doing for the last half hour?!"
So, I decided to share with those who are similarly looking for some decent AIs to knock over while waiting for the real coders' AI to fill the role.
To use it, simply download the file and place the contents into your "Star Ruler/mods" folder. Run the game as normal, and choose "Underpowered AI". Also, if you have a set of layouts you prefer to use for yourself, you'll need to copy them over from the usual subdirectory inside of "My Games" to a new subdirectory for UPAI layouts that will be automatically created by the game when it notices the AI.
Edit: I didn't seem to have interceptors assigned to some of the Aggressors' carriers. Also a little logic snafu with passing ship leadership. Fixed'd.
